Most scrubs come from one of three buckets: GEO mismatch (the conversion fired from outside the offer's allowed list), duplicate sub-ID against an earlier lead in the same 24h window, or the advertiser flagged the funnel as low-quality (incomplete profile, bot signals, etc.).
